Mission Objectives and Summary

The Vanguard Detachment is a sub-division of the IPA created to handle interplanar threats in an efficient, effective, and if need be, forceful manner. They are differentiated by their modus operandi, relying less on brute and overwhelming force, and more on direct, small group tactics. They will utilize lethal force, but will prefer surgical strikes over direct mass assaults. Their membership is composed entirely of IPA personnel, selected by the current leader. It was formed as a response to the number of problems requiring knowledge of local conflicts, unobtrusive measures, and small groups.

Rules

  1. The Vanguard Detachment is composed of professionals. Some manner of experience with military organizations or prior experience with this sort of work is required to have membership, except in rare cases.
  2. All members are required to be members in good standing of the IPA. They must work with the IPA, and while objective selection will occur within the group, missions given by higher-ranking IPA officers will be given higher importance.
  3. Entry into the Vanguard Detachment is done in a two-step process. The first requires recommendation by an existing member. The current leader will then interview the new member and give final authority on whether the prospective member is allowed into the Detachment or not.
  4. While the Vanguard Detachment is not a formal military organization, the commanding officer is to be respected and his or her orders followed unless there is a very good reason not to (including being preempted by a chief in the IPA or commanders from their plane). Beyond this, however, membership in the Detachment signifies at least some elite status, and members are equal. Battle plans and strategy will be decided on as a group.
  5. Knowledge of a plane is a necessary component of successful operations. Blindly using force, excessive risk-taking, and generally acting without information is unacceptable behavior and can lead to high civilian casualties, endanger one's allies, and the failure of a mission. As a result, members are expected to engage in the necessary research and get the necessary information whenever possible.
  6. Members can be removed by accumulating three strikes over a six month period, given by the current leader (or by an IPA higher-up, though they may choose to use existing IPA punitive measures), or immediately in extreme cases. If a member leaves the IPA, they are automatically removed from the Vanguard Detachment.
  7. If the current leader resigns, a replacement is chosen by the membership of the group. However, the IPA director they answer to or the Interplanar League can veto the decision if they find it unacceptable.
