While he has yet to achieve his monsterous ambitions, the Master has slain presidents and emperors, brainwashed ambassadors and religious leaders, and otherwise left terrible scars throughout his home plane. Able to travel through time, read minds, and construct technology that's all but magical in scope, the Master has all of his nemisis the Doctor's genius, and none of that man's decency, instead having put that brilliance to work in a crusade to snuff out the cosmic mistake of free will.
