The Interplanar Peace Keeping Agency (IPA)
The Interplanar Peacekeeping Agency is an official body of the Interplanar League, a UN-esque interplanar organization. The IPA is the investigative and peacekeeping arm of its parent organization--it deals with crime, military conflict, strange goings-on, and pretty much everything else that can disrupt the peace. It's not a military force, but it's also capable of protecting planes from more serious threats.
The IPA is an official governmental body; its employees are normally sponsored by organizations or governments from their home planes, but some are recruited after passing a background check and similar proceedures. Its members are supposed to maintain a standard of professionalism in the field, as well--they don't have to obsess over protocol, but they should be able to get the job done. Some of the IPA's agents might not be normal by most planes' standards, but all of them are representatives of their parent organization.
